In the year of the 15th National Health Conference, this note seeks to analyze some of the current challenges related to the construction of social participation in the Sistema Único de Saúde (Unified Health System). Its starting point is a set of problems that remain to be overcomeas indicated by a significant convergence of the academic production in this area. Then, the text approachs the fragility of democracy in our republican history and the current political situation which show the persistence of an authoritarian political culture that legitimizes and naturalizes inequality, injustice and social oppression. Finally, it is argued that the democratic potential of the health councils and conferences needs to be repositioned. Those instances of participation should have not a closed conformation, but instead they must be able to produce an amplification and socialization of social relevant debates.Downloads
