RIPSA in the State: Innovation in the management of health information in Brazil?

It is considered that the current piecemeal practice of Information and Information Technology in Health (ITIS) does not meet the complexity of the processes of health / disease / care, limiting the responsiveness of the Brazilian state. Trying to find alternatives, analyzes the Interagency Network of Information for Health (RIPSA) in its decentralization move to the states inquiring whether their characteristics can be considered innovations in ITIS management. Qualitative, exploratory study, case study refers to the analysis of documents produced by Ripsa and participant observation, considering the national perspective and contexts of five pilot states of decentralization / RIPSA. Carried out literature on the concept of consensus, an important feature of RIPSA. Political and technical bases of the initiative design are launched in 2006-2007. From 2008 to 2012, the states concerned to fulfill the 'RIPSA methodology', synthesized in the slogan:. Producing Knowledge to Action With common dimensions to the Federal Units, show up several determinants for differences: political and institutional support of the state authorities ; organizational dynamics of the Department of Health; involvement of external institutions; characteristics of information sources; and support of the National Ripsa. Despite the structural and political constraints, RIPSA is innovative alternative ITIS management, to consolidate itself through collaborative culture based on consensus.Downloads
