Abstract

Brazil institutionalized the right to health in the Federal Constitution of 1988. However, there are obstacles to ensuring this right, including the complexity of managing patient data and the lack of access to medical specialists in certain regions. A new solution, called PACS (Picture Archiving and Communication System), which aims to minimize these impediments, has been discussed in the academic community. This article aims to describe OpenPACS and present a report of its implementation at the Onofre Lopes University Hospital (Hospital Universitário Onofre Lopes - HUOL). This system was developed to support hospital management by reducing costs, facilitating patient data management and allowing remote diagnostics. Reduced costs, improved patient data management, reduced rates of repeat examinations, improved access to examination data and improvement in the clinical work flow were observed at HUOL. We believe that this system can be used by other public hospitals to improve efficiency, allow remote diagnostics, reduce waiting lists and improve patient care.
