Abstract

AbstractThis paper aims to analyze the news published in the Brazilian printed newspapers about theAção Integrada Centro Legal [Integrated Action for a Legal Downtown], which was launched inJuly 2009 by the Municipality of São Paulo, the state government and other agencies with theobjective of restoring the socially degraded downtown region with the cooperation of militarypolice, healthcare professionals and social assistance professionals. Two categories were testedin this study: public health and public safety. The study of journalistic focus, combined with thetheory of agenda setting, indicates that the press not only lists our concerns but alsoinfluences how we think about various topics, acting as an instrument of political power andpersuasion. Although the number of news reports focusing on health increased in 2012, it hasalways been lower than the number of news reports on security, which reached more than 50% of the total in 2012. The interventions of the Ação Integrada Centro Legal were mostlymarked by a disconnection between government agencies, but the newspapers focused solelyon the political conflict, disregarding the need for joint action to solve a problem that is both apublic health issue and a social issue.
